Latest News: Italian authorities extend for 15 days COVID-19 restrictions already in place on travelers from other European countries; ban on people coming from Sri Lanka also imposed (Reuters, 29.04.2021). Italian government imposes ban on travelers from Bangladesh (Reuters, 28.04.2021). Italian government bars foreign travelers who have been in India in past 14 days (Reuters, 25.04.2021).




International Restrictions:

The following measures are in effect from 29 April - 15 May 2021:

• All travelers - Testing prior to travel to Italy: All persons entering Italy must present negative COVID-19 test results from the 48 hours prior to entering Italy.

• Travelers from India, Bangladesh, or Sri Lanka: Persons who have been in or traveled through these countries in the previous 14 days may not enter or transit through Italy.

-This travel ban does not apply to persons who have no COVID-19 symptoms AND: are Italian citizens with residency in Italy prior to 29 April 2021 OR are officials and representatives of international organizations and diplomatic missions. However, these categories of persons must present negative COVID-19 test results from the 72 hours prior to entering Italy and an additional COVID-19 test must be taken upon arrival. Regardless of the test results, they must then quarantine for a period of 10 days in a "COVID Hotel" or another suitable place as determined by the Civil Protection Department, and take a second COVID-19 test at the end of quarantine.

- Persons who are already in Italy and have been in or traveled through these countries in the previous 14 days, even if asymptomatic, must communicate their arrival to regional health authorities, take a COVID-19 test, quarantine for a period of 10 days regardless of the results, and take a second COVID-19 test at the end of quarantine.

• Travelers from Brazil: Persons who have been in or traveled through Brazil in the previous 14 days may not enter or transit through Italy. This does not apply to persons who have no COVID-19 symptoms AND had established residency in Italy prior to 13 February 2021. Persons in this category must present negative COVID-19 test results from the 48 hours prior to entering Italy and an additional COVID-19 test must be taken upon arrival. Regardless of the test results, they must then quarantine for a period of 10 days and take a second COVID-19 test at the end of quarantine.

- Officials and representatives of international organizations and diplomatic missions who have been in or traveled through Brazil in the previous 14 days may enter Italy, with the following conditions: must present negative COVID-19 test results from the 48 hours prior to entering Italy and an additional COVID-19 test must be taken upon arrival. Quarantine is not required if test results are negative.

• Travelers from all other non-EU countries (except those in below bullet point): For persons who have been in or traveled through any non-EU countries in the last 14 days, 10 days quarantine is required, regardless of their COVID-19 test results on arrival. A negative COVID-19 test result is required at the end of quarantine. This quarantine requirement does not apply to officials and representatives of international organizations and diplomatic missions.

• Travelers from EU countries, Israel, & the UK: All persons who have been in or traveled through these countries in the previous 14 days must quarantine for 5 days upon arrival in Italy and take a COVID-19 test at the end of quarantine.

*From within the EU:

Italy adopts its own national classification of risk areas, hence travel restrictions for Italy are not based on the common "EU Traffic Lights" map.

In case of stay or transit through EU countries (List C) during the 14 days prior to the entrance in Italy, entry is permitted without the need to specify the reason for travelling.

Is a coronavirus test required?

All travellers are subject to the requirement for a pre-departure negative COVID-19 test.

The test must be taken within 48 hours prior to arrival.

Accepted test: molecular (PCR) and antigenic.

Specific measures apply for travellers coming from the Tirol region in Austria, who are required to:

  • present a certificate of a negative antigenic or molecular test, performed up to 48 hours before entry;
  • undergo an additional antigenic or PCR test upon arrival or within 48 hours from entering the country;
  • undergo, regardless of the result of the test, health surveillance and fiduciary isolation for a period of 14 days;
  • carry out a further molecular or antigenic test at the end of the 14-day quarantine.

Children aged 2 and under are exempted.

 

Is a quarantine required?

Until 30 April, all travellers from EU Member States and Schengen Associated Countries will have to complete a 5-day quarantine.

On day 5, a PCR test must be taken. If the result of this test is negative, the period of quarantine can end.

 

Mandatory Travel Documentation

All persons travelling to Italy from any foreign location are required to provide a self-declaration to the carrier or, upon request, to law enforcement officers. Furthermore, travellers are asked to inform the Local Health Authority as soon as they enter the Italian territory.

*Transit:

As a general rule, passengers in transit in the EU+ area are exempted from temporary travel restriction.

EU citizens entering the EU from a third country, as well as their family members, irrespective of their nationality, are exempted from the travel restrictions regardless of whether or not they are returning to their country of nationality or residence.

Passengers travelling from a non-EU country to another non-EU country may transit through the international transit area of airports located in the Schengen area. Rules regarding airport transit visa requirements continue to apply.

Additionally, for Italy, the following rules apply:

Anyone (regardless of nationality) can transit by private means through the Italian territory for a period not exceeding 36 hours, with the obligation, at the end of that period, to leave the national territory immediately or, failing that, to begin the period of surveillance and fiduciary isolation.

*From Third Countries:

For travellers coming from third countries outside the EU+ area, travel is allowed only for specific reasons and not for tourism.

Travellers from Australia, Japan, New Zealand, Rwanda, South Korea, Thailand, Singapore (List D) are allowed to enter for any reason (including tourism).

Third-country travellers can also enter Italy if they have a proven relationship with Italian/EU/Schengen citizens, or with people who are legally resident in Italy, and if they are travelling to their partners' home/domicile/dwelling.

 

Specific rules for travel from Brazil:

Entry and transit in the national territory are forbidden for travellers who have visited or transited through Brazil in the 14 days prior to their day of entry. Some exceptions are in place according to the Order of 13 February 2021.

People who are allowed to enter Italy to reach their domicile, home, or residence of their minor children, have to follow a specific protocol described on salute.gov.it.

 

Is quarantine required?

In all the described cases, travellers have to:

  • provide a self-declaration;
  • self-isolate for 14 days and undergo supervision by the competent local Health Authority. The self-isolation period is reduced to 10 days for travellers who entered Italy after 18 April 2021. After the 10-day period, an additional PCR test is required.

Exemptions to the requirement of quarantine or pre-departure PCR test




Internal Restrictions:

**You will need to carry a self-certification form whenever you leave your home at the Red Zone. The self-certification form, available here for download and printing, will be used to confirm the motive for leaving one's home, which must be related to work, health, or other urgent reasons. Persons are permitted to travel to return to their residence. Violations are subject to fines.


+++ Italy government has released the latest classification of regions into different color zones, which is in effect from Monday, 3 May 2021.


• Yellow regions: Zones classified as having a 'moderate' risk: Abruzzo, Campania, Emilia Romagna, Friuli Venezia Giulia, Lazio (including Rome), Liguria, Lombardy, Marche, Molise, Piedmont, Tuscany, Umbria, Veneto and the autonomous provinces of Trento and Bolzano.

• Orange Zones: Zones classified as having an 'elevated' risk: Basilicata, Calabria, Puglia, Sicily and Sardinia.

• Red Zones: Zones classified as having the highest level of risk: Valle d’Aosta



A new legislative decree of 22 April, provides a roadmap for reopening activities in Italy. It is in effect from Monday, 26 April until 31 July 2021.

It sets out the following measures:

• Measures that are always required:

o Masks: It is mandatory to have a mask on one's person at all times, to be worn in public both in enclosed areas and outdoors, except in cases where social distancing is continuously guaranteed. Exceptions to this requirement apply for children under the age of 6 and for persons with medical conditions incompatible with the use of a mask. Masks also do not need to be worn when engaging in physical activity or while consuming food or beverages. The use of masks is strongly recommended in one's own residence in the presence of visitors.

o Social distancing continues to be required; 1 meter interpersonal distance at all times!

o Wash your hands frequently

o Curfew: Between 22:00-5:00, exclusively persons with valid work, health or other urgent reasons may be out. Such persons will need to be prepared to justify their outing through a self-certification form available here. In any case, it is strongly recommended at any point of the day that persons do not leave their homes except for work, health or other urgent reasons OR to engage in physical activity or to make use of any ongoing services.

• Domestic travel from 26 April:

o Travel between regions classified as Yellow or White Zones will be allowed

o To travel between Orange and Red regions, persons will need a vaccine pass, also known as Certificazione verde or Green Certificate. A Green certificate is required for such travel for anybody over the age of 2. Persons traveling between Orange/Red regions for work, health, or other urgent reasons are exempt from this requirement and need only present a self-certification form declaring their motive for travel.

• Certificazione verde or Green Certificate:

o The following persons may be granted a Green Certificate:

- those who have been fully vaccinated against COVID-19 (valid for 6 months)

- those who have fully recovered from COVID-19 (valid for 6 months)

- those who have a negative COVID-19 test (rapid antigen or molecular) from the past 48 hours.

- Again, infants under the age of 2 are exempt from having to undergo a COVID-19 test and thus do not need a Green Certificate to travel.

o Green Certificates are issued by:

- the facility that gave you your vaccine

- the facility where you were hospitalized for COVID-19 or your GP

- the facility that administered your COVID-19 test (including pharmacies)

o Vaccine passes granted within the EU are also valid in Italy


• Visiting friends and family between 1 May - 15 June:

o In Yellow Zones, it is possible to visit one other private residence within the same region, no more than once a day. Curfew must continue to be respected. A maximum of four persons may make such journeys (regardless of whether they live together or not), plus any children in their household under the age of 14 or any other persons who are unable to care for themselves.

o In Orange Zones, it is possible to visit one other private residence within the same city, no more than once a day. Curfew must continue to be respected. A maximum of four persons may make such journeys (regardless of whether they live together or not), plus any children in their household under the age of 14 or any other persons who are unable to care for themselves.


• Schools and Universities from 26 April:

o Secondary schools/high schools: in Red Zones, in-person teaching activities are to be guaranteed for 50-75% of the student body; in Orange and Yellow Zones, for 70-100%.

o Universities: In Yellow and Orange Zones, teaching activities are preferably to be held in-person. In Red Zones, in-person teaching should be prioritized for first year students.


• The following measures will be applicable to Yellow Zones:

o Foodservice activities (including cafes, restaurants, pubs, ice cream parlors, and pastry shops)

- From 26 April, food service activities with outdoor table service are allowed both at lunch and dinner, within curfew. Foodservice activities of hotels may continue without restrictions for overnight guests.

- From 1 June, food service activities with table service will be allowed indoors between 5:00-18:00.

o Cinemas, theaters, and concert halls may reopen from 26 April with assigned seating at 50% of capacity. In any case, there may be a maximum of 500 spectators for indoor venues and 1000 spectators for outdoor venues.

o Spectator sports: From 1 June, sports competitions recognized at the national level may admit audiences up to 25% of capacity. In any case, there may be a maximum of 500 spectators for indoor venues and 1000 spectators for outdoor venues.

o Gyms, pools, and contact sports:

- From 26 April sports activities of any type, including contact sports, are allowed exclusively outdoors

- From 15 May outdoor swimming pools may reopen

- From 1 June gyms may reopen

o Conferences and trade shows/exhibitions:

- From 15 June trade shows/exhibitions are allowed to take place

- From 1 July conferences and conventions are allowed to take place

o Spas and amusement parks may reopen from 1 July

• The measures applicable to Orange and Red Zones in the the past continue to apply.

Self-isolation at own accommodation-subject to category.

Suspending a reciprocal link

You can suspend a reciprocal link at any time.

You might want to do this because:

  • The reciprocal club is no longer functioning
  • The reciprocal agreement between you is under negotiation
  • There is no longer a reciprocal agreement.

Please provide a reason - and a remedy if appropriate - when you suspend the link.

The reciprocal club is notified by email when the link is suspended.

The reciprocal club cannot un-suspend the link.

The reciprocal club can only be un-suspended by the club that was made the suspension.
